BKVY-Deep Borewell Secha Karyakram” was launched by Govt. of Odisha in the year 2010-11 for providing assured irrigation to the districts of hard rock and water deficit areas of the state.Initially the scheme was implemented in 17 districts and subsequently extended to 26 districts (256 blocks) of the State except Kendrapada, Jagatsinghpur, Puri and Bhadrak district. The designed ayacut of each bore well is 2.00 Ha. (Rabi) with protective irrigation of 5 Ha. during Khariff. The average unit cost of each project is Rs. 3.88 lakhs and was approved by Govt. in SLMC during FY 2015-16.
Deep BoreWells are installed in clusters (at least 4 nos.) on the land of farmers on individual ownership basis.
Any cultivator has a minimum of 1 acre of cultivable non-irrigated land within the ayacut of 5 Ac., will be eligible to apply for a bore well project. If the cultivaor has not his own area of 5 Ac., then he can share the water to the adjoining farmers with mutual agreement for water sharing.
For each cluster one dedicated electrical substation installed for power supply to the cluster deep borewell.
The beneficiary will have to deposit Rs.20,000/- for General category and Rs.10,000 for SC/ST with BPL category in one time in the bank. For SC/ST with BPL category, the balance amount should be reimbursed from SC/ST Development Department.
Initially the farmer has to deposit Rs.1000/- each at the time of submission of application and balance Rs. 19000 or Rs. 9000 after successful drilling of borewell for electrification. Subsequently from 2015-16 onward the farmer has to apply in online application by registering in the website (www.odishalift.co.in) of OLIC. After registration of application, he/she has to deposit beneficiary share of Rs.20000/- for General Category and Rs.10,000/- for SC/ST with BPL category in the designated branch of Union Bank of India in shape of Fixed Deposit made in his/her name pledged to OLIC. The farmer has to submit required documents to the concerned Executive Engineer of L.I. division office. If the borewell found not feasible and also not drilled, then the deposited amount with interest will be refunded to concerned farmers. If bore well found not successful after drilling and YDD test, then Rs.1000 will be deducted from F.D. and the balance amount will be refunded to the farmer.
As on 31.08.2021, OLIC has successfully installed and energised 85,859 nos. of Deep BoreWell projects with creating irrigation potential of 4,98,700 Ha.
